Having set out in search of paradise, none found anything. So, abandoned to their fate in the Shell, the homunculi explore and hunt. Above them, however, lies a dying town called Edina — the place where they were born. And the only way for this town to survive is the Primordial Fluid, the blood that flows through the Shell. But with almost all the fluid extracted from the surrounding layers, the homunculi were forced to move on.

Ah, so they used the Great Elevator for that. But in truth, the Elevator is of unknown origin and can send you to an indeterminate depth. Furthermore, activating it would require a massive energy output. For example, the death of an angel... So when the homunculi arrive at a new layer, they immediately begin hunting for Angels.
