The thing is that Tom Clancy's EndWar was originally designed for consoles (specifically, the ones that were popular in 2009), and for them, this type of interaction was truly new and convenient — so the developers hoped their product would be a major breakthrough. Unfortunately, this didn't happen, as the game was primarily distributed on personal computers... but it wasn't adapted for them at all.

Essentially, you'll be playing console mechanics on PC. This doesn't make the game bad or unpolished; it just looks rather unusual.
